Union Cabinet Approves Major Boost For Biotech Manufacturing
BioE3 policy boosts India's biomanufacturing with sustainable innovation, aiming for net-zero by 2070

The Union Cabinet has greenlit the BioE3 policy, marking a
significant leap forward in India’s biomanufacturing sector. This policy aims
to foster sustainable and circular practices, driving innovation and supporting
green growth in the country. BioE3, which stands for Biotechnology for Economy,
Environment, and Employment, is a key component of India’s strategy to achieve
net zero emissions by 2070. With a budget of over Rs 10,579 crore allocated
from 2021-22 to 2025-26, the policy will be instrumental in advancing
technology, entrepreneurship, and commercialization.
This will be achieved through the creation of
biomanufacturing hubs, Bio-AI centers, and biofoundries. The policy places a
strong emphasis on high-value bio-based products, smart proteins, precision
biotherapeutics, climate-resilient agriculture, carbon capture, and
cutting-edge research in marine and space sectors.
Additionally, the Cabinet has sanctioned the continuation of
three existing schemes under a unified central scheme called ‘Vigyan Dhara’.
This consolidation will enhance institutional and human capacity building,
R&D, and technology deployment, ensuring more efficient use of funds and
better coordination. The R&D initiatives will be aligned with the
Anusandhan National Research Foundation (ANRF), adhering to global standards
and addressing national priorities. This project is expected to generate
employment, expand India’s skilled workforce, and tackle critical issues like
climate change, food security, and human health.
