NOMAD's transportable architecture is deployed as equipment rather than permanent infrastructure, which management states generally bypasses those regulatory pathways. In New York State alone, 108 local jurisdictions have enacted moratoria or outright bans on permanent BESS installations, sidelining approximately 1 GW of planned capacity.
